Background : (In 2000) Two leaders of the opposition Movement Democrat Republicain
(MDR), the largest political party in Rwanda, were released from prison without trial:
Bonaventure Ubalijoro, who had been detained since 1999, and Sylvestre Kamali, who
was arrested in 1994. But a former member of the national assembly, Jean Mbanda, was
jailed in June, shortly after publicly criticizing the RPF. He was accused of committing
