Un premier bus escorté par des policiers a transporté quelque 70
détenus en direction du camp (militaire, NDLR) Kami. Le mauvais état de la route les a contraints à terminer le trajet à pied, sous l'oeil des policiers. Ces détenus, qui bénéficient d'une liberté provisoire, vont suivre des "cours de rééducation" dans le camp pendant quelques semaines avant de réintégrer leurs communautés.

The Rwandan government, dominated by the Rwandan Patriotic Front (RPF), demonstrated continuing hostility towards political dissent, press freedom, and an independent civil society as it moved towards a new constitution and national elections in 2003. Eight years after the 1994 genocide that killed at least half a million Tutsi, the government launched gacaca, an innovative, participatory, state-run justice system meant to speed up genocide trials and promote reconciliation. But its concern for justice had limits: It refused to let gacaca jurisdictions hear allegations of Rwandan Defense Force (RDF,
formerly Rwandan Patriotic Army, RPA) war crimes, and it tried to stop the United Nations International Criminal Tribunal for Rwanda from investigating RDF suspects.

The tribunal announced that Musabyimana died at the Kilimanjaro Christian
Medical Centre in Moshi "after a long illness". He is a former Anglican bishop
of the diocese of Shyogwe in Rwanda. He becomes the first accused person
to die in ICTR detention.

Prisons : Quick decongestion... 8 years later
 
The prisoners freed on Tuesday included 12,628 who had been ranked
in the second and third categories of the government's list of genocide
 suspects; 1,966 who had been acquitted of their crimes under
Gacaca law; 1,792 who had confessed and been sentenced before
Gacaca; 1,116 who were minors (between 14 and 18 years) during the
 1994 genocide; 937 who were charged with crimes unrelated to
genocide; 105 former rebels; 302 who were released by the
prosecution department; and another 302 who had confessed, and
their files were already in national courts.

Some genocide survivors' organisations and human rights organisations
have criticised the process. "We fear that this expected decision will
undermine efforts to deliver justice for the victims of the 1994
genocide through the gacaca courts", reads a statement from human
rights watchdog, African Rights.

Les jeunes/petits "génocidaires" et les innocents

Les détenus libérés vendredi étaient gravement malades, ou avaient dépassé l'âge de 70
ans. Il ne s'agit pas d'une amnistie, "car ces personnes seront jugées en prévenus libres",
a prévenu le ministre de la Justice, Jean de Dieu Mucyo. L'opération de mise en liberté
provisoire devrait se terminer d'ici la fin janvier, selon les autorités judiciaires rwandaises.

About 115,000 genocide suspects are being held in Rwandan prisons,
 representing between 90 percent and 95 percent of the entire prison population.
Most have never been formally charged and were jailed on accusations made by friends
and relatives of the victims. Justice ministry officials said they did not have exact figures
but estimated that many of the sick prisoners released are suffering from HIV. Most of
those released will eventually face trial by their neighbors under a traditional community
court system known as "gacaca."

Le président rwandais, Paul Kagame, a demandé vendredi (3 janvier 2003) à son
administration de mettre en liberté provisoire les détenus accusés d'avoir participé au
génocide de 1994 qui étaient  mineurs au moment des faits. 
L'association des survivants au génocide "Ibuka" a déclaré que pour certaines
personnes qui ont échappé à la mort en 1994, le fait de voir "marcher librement dans la
rue" les assassins de leurs propres parents peut constituer un véritable traumatisme.

Gédéon Mushimiyimana avait été arrêté en 1996, à Kigali, par des gendarmes. Il était accusé d'avoir "transmis une information" à Radio France Internationale (RFI) selon laquelle Paul Kagame, à l'époque vice-président de la République, était un "terroriste". Gédéon Mushimiyimana avait été en contact avec une journaliste de RFI venue faire des reportages dans le pays quelques semaines plus tôt. Elle s'était rendue dans les locaux de la télévision où il lui avait remis des cassettes de reportages effectués par la chaîne publique. Quelques jours après son arrestation, il avait été finalement accusé d'avoir exécuté une famille pendant le génocide. Gédéon Mushimiyimana était détenu à la prison de Butare, dans le sud du pays.

Many prisoners who were arrested solely on the basis of denunciation
and have never been brought to trial, or who have spent seven years in
detention for minor crimes such as stealing, will be freed. Many others
who have so far escaped justice will be imprisoned for the first time, as
prisoners who have confessed accuse their accomplices.

"Prisoners are also reporting on friends [who are free]. Prisoners will
increase, not decrease," Mussa Fazil Harelimana, commissioner and
Gacaca adviser to the Supreme Court, said.

Other stated aims of the courts remain more uncertain, however, and
depend on the extent to which judges (many of whom are poor and
unpaid), witnesses, and those collecting and documenting the evidence
abuse the system. With widespread poverty, poor security infrastructure,
low levels of education (in 2002, the UN estimated that only 66.8 percent
of those aged 15 years and above were literate), and little guidance from
a weak civil society and a church that was heavily implicated in the
genocide, Gacaca is open to manipulation.

La police belge a mis au jour un vaste trafic international de minerais précieux qui prouve,
selon elle, que les rebelles du Rassemblement congolais pour la Démocratie (RCD) ont
"considérablement saigné" la République démocratique du Congo (RDC) depuis quatre

Les responsables de la police judiciaire de Bruxelles ont dévoilé mercredi les graves
soupçons pesant sur les activités en Belgique d'Aziza Kulsum, une "dame d'origine indo-
pakistanaise âgée de 50 ans" actuellement en fuite.
 
Mme Kulsum "a reçu des rebelles le monopole mondial pour monnayer les ressources en
minerais du Kivu", région de l'Est de la RDC contrôlée par le RCD avec le soutien du
